Racking PSR in Ontario: Engineering Review for Safe Storage System Installation

Before new or modified pallet racking can be used in an Ontario industrial workplace, a Pre-Start Health & Safety Review (PSR) is often required under Section 7 of O. Reg. 851. A PSR must be completed and sealed by a Professional Engineer to confirm that the racking system is structurally adequate, compliant with safety legislation, and installed according to approved design.

When Do You Need a PSR for Racking?

A PSR is typically required when:

  • Installing new pallet racking in a factory or warehouse
  • Reconfiguring rack elevations or beam levels
  • Relocating existing racking to a new facility
  • Increasing rack load capacity
  • Repairing damaged structures requiring welding or component replacement

These situations fall under Table Item 3 of Section 7 of Ontario Regulation 851.

Standards Used for Racking PSRs

HITE Engineering evaluates racking systems using relevant codes and standards including:

  • CSA A344 – User Guide for Steel Storage Racks
  • CSA S16 – Structural Design (where applicable)
  • Manufacturer specifications and engineering drawings
  • Ontario Regulation 851 (OHSA)

We confirm compliance with structural capacity, installation quality, safe use, and maintenance requirements.
